Freedom of information
The Freedom of Information Act 1991 (FOI Act) provides members of the public with a legally enforceable right of access to information held by South Australian government agencies, subject to certain restrictions (or exemptions) set out within the legislation.

Our structure and functions
The OECD was formed with a clear mandate: to create a fairer and better future for all children in South Australia. To achieve this, the OECD is responding to recommendations of the Royal Commission into Early Childhood Education and Care.
The Royal Commission made recommendations about the best way to deliver universal quality preschool programs for 3-year-old children, and how families can be supported in the first 1000 days of their child’s life.

How to make a freedom of information request
If you wish to access OECD documents, including documents relating to your personal affairs, you must apply in writing by either:
- completing and submitting an online application form or
- emailing OECD.FOI@sa.gov.au.
Your request must:
- be for the OECD
- specify you are asking for information under the FOI Act
- provide enough detail to identify relevant documents
- provide an Australian reply address.
There is usually a fee for making an application. More information on making a freedom of information request is also available on the Government of South Australia FOI website.
Freedom of information disclosure log
The OECD must publish a list of FOIs after their release, in accordance with Premier and Cabinet Circular P045 - Disclosure logs for non-personal information released through freedom of information .
Agencies must publish information online that have already been disclosed to an FOI applicant that:
- are not related to the personal affairs of an individual
- could not be claimed as exempt documents or material pursuant to Schedule 1 of the FOI Act, when being publicly released
- could not be considered defamatory or a breach of confidentiality or reasonably be anticipated to cause harm to a person.
